In 2026, USTRANSCOM plans to have a contract in place for TCJ3 that will synchronize MA through an integrated risk management methodology across missions, policies, plans, and programs mitigating mission risk from the full spectrum of threats and hazards to essential capabilities, functions, and supporting assets. USTRANSCOM seeks a solution that will protect or ensure the continued function and resilience of capabilities and assets, including personnel, equipment, facilities, networks, information and information systems, infrastructure, and supply chains, critical to the execution of Department of Defense (DOD) USTRANSCOM mission-essential functions in any operating environment (all-domains) or condition. USTRANSCOM is seeking information about what solutions currently exist in the market and is interested in learning about what information industry may need to scope a logical roadmap to succeed.
Scope of Requirement. The Contractor shall support assigned responsibilities for: Defense Critical Infrastructure – Line of Effort, Vendor Threat Mitigation (VTM) program, Counter – Small Unmanned Aircraft System (C-sUAS), Counter Unmanned Systems (CUXS), MA risk assessments, and MA-related policy requirements. Support will be accomplished as defined in the Chairman Joint Chief of Staff Manual Joint Risk Assessment Methodology, Department of Defense Instruction 3020.45 MA Construct, Chairman of the Joint Chiefs of Staff 3209.01A MA Construct Implementation, VTM and C-sUAS/CUXS policy, and relevant Mission Assurance Risk Management Programs and Activities (MARPA) related directives and/or instructions.
The Contractor shall interact with the MA Office of Primary Responsibility (OPR), personnel involved in relevant MARPAs, including Office of the Assistant Secretary of Defense Homeland Defense and Hemispheric Affairs, Joint Staff J3-6, Combatant Commands, Military Services, DOD Agencies, USTRANSCOM staff, Transportation Component Commands, Department of Homeland Security, Transportation Security Administration, U.S. Coast Guard, Department of Transportation, Federal Bureau of Investigations, other National Agencies, Information Sharing and Analysis Center’s, private industry, and foreign / commercial / civil asset owner staff as applicable. The Contractor shall provide support during real-world operations and exercises.
The Contractor shall support the MA OPR in synchronizing efforts across relevant MARPAs to identify risk, mitigation measures, offer analysis results, and recommendations to the MA OPR for senior leader consideration in the form of Risk to Mission / Risk to Force Assessments and recommended risk management courses of action.
