In 2022, the Office of the Under Secretary of Defense (USD) for Acquisition and Sustainment (A&S) issued a memorandum designating the JTMS program as a Business System Category
(BCAT) 1 system with the USD(A&S) as the Milestone Decision Authority (MDA) consistent with DoD Instruction (DoDI) 5000.75. The memorandum required USTRANSCOM to perform an analysis of potential acquisition pathways to inform the acquisition strategy for the JTMS program, as well as provide Executive Agent recommendations as part of the analysis assessment. The final results and recommendation were to procure an enterprise-wide Enterprise Resource Planning (ERP) system, supported with Doctrine, Organization, Training, materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTmLPF-P).
The Joint Transportation Management System (JTMS) Joint Program Office (JPO) is pursuing procurement of an Organizational Change Management (OCM) support contract to focus on the people side of change resulting from implementation of the Enterprise Planning Resource (ERP).
The contactor will work with the JPO Organizational Change Management Branch. This branch has the responsibility to align OCM activities and communications with JPO priorities and attain buy-in needed to support cost, schedule, and performance goals.
The Joint Transportation Management System (JTMS) Joint Program Office (JPO) is pursuing procurement of an Organizational Change Management (OCM) support contract to focus on the people side of change impacted by implementation of the ERP. Throughout this implementation, the JDDE stakeholders will see change in transportation and financial domain processes and procedures because of implementing commercial best practices. The OCM support will help the JDDE stakeholders understand the change coming their way, assist the stakeholders navigate the change, and partner with the JDDE stakeholders to reinforce the change that occurred.
This contract provides support to the JTMS JPO OCM branch with planning and implementing the OCM actions required for an implementation of this magnitude.
A JTMS implementation of this size and scope is an extremely large effort considering that it spans key transportation and finance that implements business reform across the transportation and financial domains inside the JDDE.
