The Training and Education Command (TECOM) AC/S, G-3 JIM Branch, Quantico, VA, is seeking potential sources to provide professional support services to assist the TECOM G-3 in their mission as the Marine Corps lead for the Marine Corps Joint National Training Capability (JNTC) Program that falls under the Department of Defense (DoD) Training Transformation (T2) Program by providing on-site Functional, Research, and Programmatic Support Services.

There are two primary objectives for this requirement:

  • Provide support to the AC/S, G-3, TECOM via the Head, JIM Branch, in the design and implementation of T2 initiatives, specifically the JNTC.
  • Provide liaisons for all JNTC coordination (operational and technical) between the Marine Corps TECOM and VD JS J-7 Suffolk.

The Contractor shall provide the AC/S, G-3 TECOM via the Head, JIM Branch, with comprehensive capabilities to support mission accomplishment.  Collectively, the Contractor will perform support services across the nine (9) tasks listed in Table 1.  Support services include responding to official JIM-related tasks; writing of point papers, research papers, and decision papers; and written minutes and after-action reports (AAR) from trips, meetings, conferences, workshops, seminars, exercises, and demonstrations.  JIM-related official tasks normally arrive via the Department of the Navy Tasking, Records and Consolidated Knowledge Enterprise Repository (DON TRACKER), Task Management Tool (TMT), Marine Corps Action Tracking System (MCATS), official message traffic, or other method (e.g., electronic mail).

The period of performance for this contract shall be for a base period of twelve (12) months, plus four (4) option periods of 12 months each.
