The USDA Rural Development Technology Office (TO) is responsible for developing, maintaining, and operating a portfolio of IT systems in support of RD’s core programs. These programs provide financial assistance in the form of guaranteed and direct loans and grants. RD requires the services of a qualified Offeror to provide support for four Focus Areas:
- Production Support Operations (PSO),
- Sustainment Engineering (SE) Salesforce Application O&M,
- Sustainment Engineering (SE) “Legacy” Application O&M,
- Development, Modernization, and Enhancements (DME).
Production Support and Operations (PSO)
This Group serves as the technical experts who ensure IT infrastructure services, incident management, change/configuration management services, and release management services are delivered effectively and efficiently. This includes fulfilling service requests, resolving service failures, fixing problems, as well as carrying out routine operational tasks in the Cloud, webhosting (PaaS), and Mainframe infrastructures that includes the development, test, disaster recovery, certification, and production environments. The contractor shall implement, enforce, and maintain separation of duties between IT sustainment engineering, development, and operation efforts, as well as identify related issues.
The contractor shall:
Provide full infrastructure and platform management

Provide database management
- Administration support for monitoring database efficiency, and tuning databases to be more efficient (SQL, Oracle, DB2, IDMS, Focus, etc.).

The Government intends to award a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation to the responsible Offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The resulting IDIQ contract will include a 3-year ordering period with a 6-month option to extend services.
