The Space Systems Command (SSC) in support of the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Program Office is seeking information on how an interested contractor could provide information relative to advanced correlation and fusion processing being introduced within Combatant Commanders Integrated Command and Control System (CCIC2S) near real-time processing. As additional data sources are integrated into CCIC2S, correlation/fusion will be required on tracks received from nonpersistent sources, traditional ITW/AA sources, non-ITW/AA sources (e.g. Global Defense Integration and C2BMC), and non-traditional sources (e.g. Intel and Theater). The process will involve an introduction to advance correlation and fusion for CCIC2S of data displayed to the warfighter with other NORAD-NORTHCOM Joint Operations Center (N-NC JOC) systems. The result will be to ensure accuracy of data and maximize the consolidation of information captured, characterize threats more precisely and provide continuous tracking to the warfighter.
The Government is seeking to identify potential vendors who have experience in developing advanced models and deploying to an operational environment to correlate and fuse data to achieve the objectives outlined below:
- Develop low latency, high fidelity source geolocation fused state estimates from multiple data sources, with corresponding association, correlation and fusion algorithm changes that are directed by the Government in support of NCMC ITW/AA mission specific objectives.
- Identify solutions for deficiencies and enhanced NCMC/ITW/AA capabilities to include modifications to subsystems to include changes to message processing redesign, algorithm changes, internal interface changes, graphical user interface changes, or addition of new message types.
- Identify Hardware and Software solution expansion required for operational and development sites that are modernized, scalable, and extensible properties consistent with modern industry standards.
- Demonstrated experience with interoperability between existing systems and to potentially enable additional future data sources, i.e., make algorithm scalable for additional potential future sources to include code standardization.
- Introduce advanced correlation/fusion and decision support system (DSS). As required; update, implement, test, and demonstrate associated software and/or hardware within the CCIC2S baseline and across the CCIC2S development environment to ingest, process, and display data.
