Director of Programs, Headquarters Air Force, United States Air Force (herein referred to as HAF/A8P), and Director of Plans, Headquarters Air Force, United States Air Force (herein referred to as HAF/A8X) oversees the development and management of supporting systems and processes that ensure careful consideration of force structure, modernization, readiness, and sustainability issues to maintain the Air Force Program. The smooth functioning of this process depends on people with an understanding of the resource allocation processes and an ability to think of the “Air Force at large.” There is no Air Force Specialty Code for these individuals and no Air Force or Department of Defense (DoD) technical school for its instruction. HAF/A8X has an ongoing requirement to maintain and administer Air Force resource allocation processes with a specific focus on building and defending the Air Force Program Objective Memorandum (POM) and Air Force Plan. HAF/A8PE, the Integration Division of the Headquarters, oversees the development and management of supporting systems and processes that ensure careful consideration of force structure, modernization, readiness, and sustainability issues to maintain the Air Force Program.
- This Performance Work Statement (PWS) defines that the Contractor shall support the review, maintenance, logistics, and instruction of the Government’s suite of courses. These courses consist of the Introduction to PPBE Course, PPBE Executive Course, and the Program and Budget Review (PBR) Course.
- The Contractor shall provide hands-on information technology (IT) training course for key government personnel (planners, programmers, and budgeters) to use designated IT solutions required for PPBE activities.
- The Contractor shall be required, upon request, to develop new course offerings, related to the scope of the project, as training requirements evolve and as funds are available.
- The Contractor shall provide PPBE training that consist of classroom and computer-based training that provides an introductory level course covering areas such as planning the future Air Force, building the Air Force program and budget, preparing, and submitting data, program and budget review, and introduction to PPBE IT solutions. Successful implementation of this requirement will enable Air Force personnel to enhance data analysis capability, more effectively use the Force & Financial Plan (F&FP) and have direct access to data that can be used to make better planning, programming, and budget decisions, and develop management presentations …
