The purpose of this requirement is to provide:
- Capability to develop a recruiting solution that will manage outreach recruiting events, candidates, recruiter IDs, career site, veterans, direct hire, and special hiring authority log, and marketing initiatives.
- Capability to develop and track position descriptions, job opportunity announcements and postings.
- Capability to create dashboards for candidates, applicants, stakeholders, managers, and leadership.
- Capability to create and send adhoc and scheduled SMS text messaging, email messaging, and task alerts.
- Capability to create connectivity with USA Jobs, USA Staffing, USA Hire, and other internal applications.
- Capability to manage stages in the hiring process (eligibility review, written exams, physical testing, panel interview, vetting, security interview, polygraph, medical and drug exams, background investigation, issue conditional and final job offers.
- Capability to develop an onboarding wizard that will guide new hires, supervisors, and service providers through tasks/checklists in preparation for the pre-orientation and process onboarding program and tasks such as issuance of benefits, PIV card, laptop, weapon, badge, etc., during new employee orientation.
- Capability to design and manage a HR dashboard that serves as a central employee concierge that utilizes advanced employee workflows for agency programs, task prioritization, performance management, and self-service modules and allowing the workforce to search and utilize knowledge-based articles and FAQs that guides them to solutions.
- Capability of managing Awards (cash awards, time off awards, and QSIās) with interconnection capabilities with USA Performance and HR Connect.
- Capable of automating required separation workflows, managing and routing benefits change requests, managing asset/property returns, managing separation surveys, and providing intelligent data analytics of all separation data per office/division/directorate.
- Capable of creating internal USSS documents, managing standard forms, and onboarding/benefits forms, generating digital signatures (internal and external stakeholders) and creating a task dashboard ensuring efficiency and completeness of required tasks with the ability to easily communicate with candidates, applicants, stakeholders, managers, and leadership.
