The latest word is that the United States Coast Guard (USCG) is planning to shift the competition for the PSSD requirement from the CIO-SP3 Small Business vehicle to the 8(a) STARS III Governmentwide Acquisition Contract (GWAC). This upcoming requirement seeks contractors to provide Information Technology (IT) application help desk support for the USCG Command, Control, Communications, Computers, Cyber, and Intelligence Operations Systems Center (C5ISC), based in Kearneysville, WV.
The C5ISC serves as the Coast Guard’s central hub for full lifecycle support of IT applications and infrastructure, critical to the USCG’s core missions of Maritime Safety, Security, and Stewardship. These applications span all directorates, including Human Resources, Intelligence, Logistics, Response, Prevention, Finance, and Enterprise systems.
The PSSD plays a vital role in supporting Coast Guard operations by delivering services such as incident lifecycle management, application support, account management, training, and system transition support. These services ensure seamless functionality for system users, directly supporting mission success.
The incumbent contractor, Patriot LLC, was awarded the current PSSD task on CIO-SP3 SB in 2021 under contract number 70Z0G321FPC100100, with a value of approximately $12 million. Additional contract and spend details can be accessed here. Up until recently the word had been that CIO-SP3 was the vehicle of choice – no word on why the switch.
The solicitation for this opportunity is anticipated to be released in early January 2025. Interested vendors should prepare to meet the demands of this critical Coast Guard mission support requirement.
