US Army RFI: Consolidated Security Cooperation Requirements Contract in Support of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C)

This contract provides technical, analytical, and administrative support services in support of DASA DE&C and as required, various offices within the Army Staff and/or the Army Secretariat, Program Executive Office/Program Management Office (PEO/PM), Army Major Commands, Joint Staff and DoD agencies.

These services include but are not limited to

  1. developing, monitoring and assessing Army security cooperation and security assistance strategic plans
  2. security cooperation program policy preparation,
  3. technology transfer assessments,
  4. maintaining the FMS databases,
  5. supporting /utilizing various Title 10 activities,
  6. organizing/hosting meetings and outreach activities,
  7. strategic planning and analytical services (including research and data analytics) ,
  8. disclosure/releasability support,
  9. policy preparation,
  10. drafting disclosure support documentation,
  11. review of license requests for the approval to sell or transfer any Department of Defense agency’s equipment through the direct commercial sales process,
  12. experience in the organizational structure of Army and DOD Security Assistance programs and International Armaments Cooperation program.

The intent of this notice is to support a pending Justification and Approval for increasing the full-time equivalents (FTEs) on the current contract solely for option year three (3) and option year four (4) to execute the urgent Army Security Assistance Enterprise (ASAE) reform directed by the Secretary of the Army in her memorandum titled “Implementation of Army Security Assistance Enterprise Reform” and to establish Strategic Initiatives Group (SIG) teams.

Additional surge ceiling is required to support future initiatives as they develop. DASA DE&C must be able to respond quickly to Army directives and initiatives with the ability to employ the necessary contractor personnel support for Army Senior Leaders to respond to ongoing global conflict in an expedited manner to avoid mission failure.

The purpose of this reform effort is to resolve strategic issues and performance challenges identified across Army Foreign Military Sales (FMS) processes and to better integrate FMS operations into existing Army and Department of Defense planning, programming, budgeting and execution processes. The Secretary of the Army has directed that DASA DE&C lead four (4) targeted reform efforts with suspense as soon as 3Q2024. This implementation guidance is focused on four areas: prioritization and governance, process optimization, workforce development and data governance and stewardship.

This notice is also intended to gauge industry interest, capability, and relevant experience, in non-customer specific terms, as it relates to providing these specialized services.
