Scope. The Headquarters United States Air Force’s Predictive Readiness and Readiness Reporting support will reside within the AF/A3, and will work in the office of the Deputy Chief of Staff (DCS) for Training and Readiness (AF/A3T). The Training and Readiness Directorate is the Air Staff’s focal point to assist, orchestrate, and implement readiness analysis actions for current and future operations across the Air Force, to include weapons system sustainment, operational training infrastructure, critical skills personnel shortages, flying hour analysis, and deployment ratios. The Readiness Division, AF/ A3TR, is responsible for policy, guidance, oversight and advocacy of Air Force Readiness, DRRS readiness reporting, and Flying Hours; conducts / supports Joint, OSD, and Congressional readiness reporting; utilizes predictive readiness analysis to inform AF policy, AF POM deliberations & OSD Program Budget Review; provides oversight and management of the Air Force’s $8 billion annual Flying Hour Program that directly impacts the flying training and readiness level of our airmen; directs and coordinates AF Readiness Recovery efforts; ensures a Total Force Perspective is articulated to the Air Force Corporate Structure; and balances fiscal realities with the demands for a force trained for full spectrum operations. The nature of this support includes analytical support for Congressional, Joint Staff, and Office of the Secretary of Defense, and requires concurrent participation and disseminating information across all levels of the organization.
Emergent predictive tools or resources will provide a means for end-to-end or interest specific assessment of: current and past readiness, the tempo and tempo related readiness impacts of planned or proposed operations, the capacity of a particular force structure, training programs, and employment concepts to meet capability and capacity requirements, the future of readiness, and the impact of related funding levels on readiness. An expansion of readiness reporting lays the groundwork to capture and quantify the essential readiness reporting authoritative data for readiness and resourcing forecasts. Predictive Readiness and reporting analysis, provide senior AF leadership with an integrated view of present and future readiness and other key transformation efforts, and provide actionable indicators of change. Various emerging technologies provide the adaptability to meet agile and emerging requirements to identify Air Force resourcing, capabilities, and programmatic to better align policy with data analysis required to articulate decision-making efforts for leadership and the high-end fight. A combined effort between Predictive Readiness analysis outputs and DRRS reporting analysis framework captures the Air Force’s Readiness Decision Support Enterprise.
Task 1: During the period of performance, the Prime Contractor shall assist AF/A3 with required actions to fulfill this order. This support includes but is not limited to the following:

Task 2: Performance of predictive readiness analysis functions (Government estimates two Top Secret positions). Provide predictive analysis of AF readiness capabilities and data interdependencies to optimize and support decision-making efforts. The Contractor shall provide with Government oversight:

Task 3: Predictive system management (Government estimates one Top Secret position). Provide and maintain analytical support functions ranging in complexity from quick and easy queries to more extensive tasks that capitalize on existing tool capabilities and emerging data infrastructure that will require access to and use of current and future data methods in newly defined ways to improve and optimize readiness metric outputs.
