US Air Force Sources Sought: Air Force Installation and Mission Support Center (AFIMSC) Data Analytic Services

The Air Force Installation and Mission Support Center (AFIMSC) Analyses, Assessments, Lessons Learned, and Innovation Directorate (AFIMSC/A9) is seeking sources capable of providing operations research and advanced data analytics services for a proposed services contract in direct support of AFIMSC organizations.

The purpose of this contract will be to inform and enable resolution of Installation & Mission Support (I&MS) challenges by implementing data-centric capabilities to improve efficiency, achieve greater cost-effectiveness, and enhance I&MS capabilities for AFIMSC and the Air Force at large.

Specifically, this contract will provide a range of Data Science and Operations Research capabilities for all headquarters AFIMSC Directorates, to include but not limited to, Modeling and Simulation, Optimization, Artificial Intelligence Application, Risk Analysis, Game Theory, Data Visualization, Data Lake Migration and Integration, Metric Development and Refinement, Cloud Integration, Robotic Process Automation, Data Hygiene, and Data and Record Management.  Additionally, this contract will provide support to manage interfaces between existing systems and processes as well as continual product management and improvement of existing dashboards, databases, visualizations and tools.

Analytic support will entail using Data Fabric platforms (Envision, VAULT, ADVANA, BLADE, UDL, etc.) and employing operations research analysis using commercial-off-the-shelf (COTS) simulation software, SAS, Tableau, Microsoft Power Platform, and open-source coding (using Python, R, etc.), existing tools developed with Visual Basic, and other available software for tool development and analysis. Expertise and familiarity in this area is beneficial for advanced analysis and tool development. Experience and familiarity with wargaming, i.e., Futures Game (FG), Long Duration Logistics Wargame (LDLW), Global Engagement (GE), etc. is of benefit to the modeling and simulation analysis that will be provided during those events.  The focus of effort can include sustainment of existing tools, as well as new development of tools and analysis.  Administrative support will entail capturing meeting minutes, scheduling meetings, assisting with RFIs to answer taskers, report writing, bullet papers, and other project management related activities.

Contractor shall:

  1. Implement discrete-event simulation using existing models or COTS software to model base processes such as but not mutually exclusive to Runway repair with the appropriate inputs and outputs; identify scenarios and metrics to be simulated and analyzed. At times will need to integrate simulation model with government-owned models and other developmental models as inputs for simulation. These models are Government-provided, and contractor shall work with the model owners to ensure appropriate use and application of the models.  Determine airbase capabilities over time and compare to operational requirements to prosecute campaign objectives.
  2. Develop a theater-wide approach to I&MS modeling with accompanying data visualizations.  Develop appropriate design of experiments for analyzing airbase damage response surfaces to shot doctrine and weapon damage characteristics.  Display data using appropriate visualization software such as Tableau, PowerBI, or other available software.  Determine valid subsets of the total simulation data to provide insights to senior leaders.
  3. Develop schemes for optimal asset allocation against different enemy shot doctrines.  Continue to implement discrete event simulation utilizing appropriate, currently developed methods to meet short suspense for model maturation …

The duration of this contract a 12-month base period with four (4) 12-month option periods (total of 60 months). If FAR 52.217-8 is exercised, the total length of the order can be up to 66 months.
