State Department Sources Sought: Bureau of the Comptroller and Global Financial Services (CGFS) Compensation and Financial Systems Support (CFSS)

The United States (U.S.) Department of State (DoS) Bureau of the Comptroller and Global Financial Services (CGFS) performs all The Department of State (DoS) Bureau of the Comptroller and Global Financial Services (CGFS) performs all departmental financial management services, programs, and systems activities. The timely, efficient and accurate functioning of the DoS compensation and related financial support systems is critical to its worldwide mission of advancing freedom for the benefit of the American people and the international community. In support of certain DoS initiatives related to an array of applications of various languages, DoS CGFS/GFMS may have a requirement for contractor services for full software engineering life cycle support, plus the attendant training and documentation required in accordance with best practice life cycle development processes for large-scale enterprise-wide web-based and distributed financial management applications, and in particular, for those supporting the accurate and timely salary and benefits payment to DoS domestic and overseas employees and personal services contractors.

Areas of particular focus are:

Task A. CGFS/GFMS Development, Maintenance and Enhancement (DME)

Task B. CGFS/C Operations Support Task

Task C. CGFS/GFMS Development Network Infrastructure Support (DIS)

Scope:

The contractor shall provide the necessary personnel, expertise, management structures; and the processes, tools, and related services to satisfy program and individual Task Order objectives and requirements in support of DoS financial systems and data management. The contractor will be required to coordinate its efforts with DoS, its stakeholders, and other contractors to achieve CFSS objectives. The services shall include systems analysis, cloud migration, implementation, and life cycle management. The preponderance of support will be provided to offices within the DoS Bureau of the CGFS. These offices include GFMS; the Deputy Comptroller in DC; the Deputy Comptroller in Charleston, SC, and the Office of Global Compensation Pay Systems (CGFS/C). The contractor shall, under the sponsorship and control of the Comptroller, provide support to the financial management offices of any Bureau in DoS, other CGFS entities or other Bureaus within DoS if ordered during the period of performance.

The contractor shall provide on-going software and implementation support activities that will allow continual process and system improvement to keep pace with emerging financial management and business process changes. The contractor shall provide support services to include maintenance and improvement of custom developed CFSS component systems such as interfaces and other ancillary software applications, but NOT including direct customization of the proprietary COTS PeopleSoft baseline software. Technical updates to the COTS products, needed to maintain system compliance, are in-scope. Previous changes made in the past to delivered baseline code may be enhanced as required but the objective is to return the code to baseline when possible.

The period of performance for this vehicle shall be for 60 months, consisting of a 12-month base period and four (4) 12-month option periods, if and to the extent that options are exercised.
