State Department notice seeks WOSB to drive FPDS-NG Procurement Automations

The purpose of this sources sought is to verify the market’s ability to provide a Commercial Off-The-Shelf (COTS) automated data validation system/solution that can identify suspected or known FPDS-NG errors to ensure that the entered FPDS-NG data is valid and accurate. A/OPE seeks a solution that shall also be used to automate the annual FPDS-NG Verification and Validation Review, to the extent possible, and generate Exhibit II required by OMB’s May 31, 2011, memorandum titled Improving Federal Procurement Data Quality – Guidance for Annual Verification and Validation. The vendor shall also be able to provide training to users and administrators, reporting, Help Desk services, system and user documentation.

Specific capability being sought:

• Auto Correct features that both identify reporting errors in FPDS-NG, and automatically corrects those reporting errors.
• Enhanced verification and validation processes that streamline communication with contracting staff and ensure inconsistencies identified during an audit are corrected.
• Category Management automations to track and promote Best in Class (BIC) and Spend Under Management (SUM) utilization.
• Automations that verify contractor responsibility in accordance with Federal Acquisition Regulation Subpart 9.1
• Automations and reporting capability on small business statistics, competition, risk assessments, procurement acquisition led time or PALT, supplier diversity, and with the flexibility to create other reports and dashboards as determined by the users.
