Sparksoft Corporation is excited to announce that John Cavey has been appointed as our inaugural Chief Data Officer. With over 35 years of IT leadership experience, John has served more than 30 years in progressive data roles across various industries, including government, telecommunications, law enforcement, manufacturing, and credit card processing. As a federal contractor, John has supported the Centers for Medicare & Medicaid Services (CMS) for over two decades as technical lead or program manager on several enterprise Health IT data centric contracts such as Medicaid Statistical Information System (MSIS), National Medicare Utilization Database (NMUD), Medicare Advantage Prescription Drug System (MARx)/Managed Care Section (MCS), Medicare Beneficiary Database (MBD), Drug Data Processing System (DDPS), Enrollment Database (EDB), Integrated Data Repository (IDR), End-stage Renal Disease System (EQRS), Multidimensional Insurance Data Analytics System (MIDAS), and Medicare Payment Shared Systems. For the past 2 years as a Senior Solutions Architect, John focused on growing Sparksoft’s data science portfolio, including leading the capture for the strategic CMS Data Analytics Supporting Healthcare (DASH) BPA, supporting the CMS Master Data Management and Enterprise Data Lake (MDM/EDL) contract award, and expanding our footprint into adjacent Department of Health & Human Services (HHS) markets at Centers for Disease Control and Prevention (CDC), National Institutes of Health (NIH), and Food and Drug Administration (FDA).

As the Chief Data Officer, John will lead a comprehensive strategy to promote data-driven decision-making and reinforce Sparksoft’s data management and governance practices utilizing the high velocity and variety of current data sources and emerging technologies. John will oversee Sparksoft’s data-centric Communities of Practices (CoP), including Data Management and Artificial Intelligence/Machine Learning (AI/ML), that focus on addressing complex HHS challenges such as health equity, dipartites in underrepresented populations, social determinants of health, healthcare interoperability, and AI bias and ethics. These communities will serve as hubs for sharing best practices, addressing customer mission and policy pain points, and collectively advancing our capabilities in the ever-evolving landscape of using data to inform decision making for Sparksoft’s core business domains in Medicare, Medicaid, ACA Marketplace, Military Health, and Life Sciences, including epidemiology, biostatistics, health informatics, clinical quality, and medical research market segments.
