SBA RFI: Electronic Media and Data Analytics Pilot

The mission of the Disaster Recovery & Resilience IT Data Analytics & IT (ODR&R) is to provide the Small Business Administration (SBA) Office of Disaster Recovery & Resilience (ODR&R) with the technical awareness and functionality to meet the needs of the SBA and support disaster related activity.   The identified requirement is for public business contact information in an electronic media format. The required data sets for this pilot will assist in ascertaining the viability of using email campaigns by the ODR&R Disaster Public Affairs / Communication (DPAC) Division to provide small businesses with tools they would need to ensure they can properly prepare for a disaster related event.

The pilot will consist of generating the below two (2) email campaigns (Section 1.1 Specific Requirements) to a selected number of small businesses, with less than one thousand employees in the corporation, within the designated counties, and that have a verified and functional email address.  The focus of the campaign will be to identify the effectiveness of the campaign messaging itself, capture and analyze website traffic, and provide a framework for future campaigns.  The data records being requested must be compatible with the ESRI system, providing geocoordinates (latitude and longitude) location data.

Specific Requirements

1. Provide evidence of capability by means of a data dictionary (excel format with data type) AND either a live demo of search results with the filters provided (1.1 Specific Requirements 2), or a presentation (limited to 10 slides) about the data available.
   1. NO Personal Identifiable Information (PII) should be shown, captured or reported on in this deliverable
2. Electronic Media that contains verified public information for small businesses that meet the following conditions:
   1. Business is currently active, been verified within the last 12 months, and has a verified corporate email address
   2. Business has a physical address within the county(ies) of Houston, TX and Maimi-Dade & Broward, FL counties
   3. Business has less than 1,000 employees within the entirety of the corporation …
