Per FAR 19.203(c) and congruent with FAR 19.502-2(b), for acquisitions of supplies or services that have an anticipated dollar value exceeding the simplified acquisition threshold (SAT) definition at 2.101, the Contracting Officer shall first consider an acquisition for the small business socioeconomic contracting programs before considering a small-business set-aside and will set-aside any acquisition over the SAT for small business participation when there is a reasonable expectation that offers will be obtained from at least two responsible small business concerns.
A “rule of two” analysis was conducted for this requirement based on the responses submitted by all the interested parties for this Request for Information/Sources sought notice. Although responses were received by small businesses, it was identified that small businesses cannot fully fulfill this requirement. As there is not a reasonable expectation that the Contracting Officer will obtain offers from at least two responsible small business concerns, this acquisition is anticipated to utilize full and open competition via the Air Force Strategic Transformation Support (AFSTS) contract Tier 2 pool. However, as small businesses were identified to be at least partially capable of fulfilling the AtlasX requirement, an anticipated 30% small business participation set-aside will be included with the Task Order Proposal Request (TOPR) to the Tier 2 pool. PKA anticipates the TOPR to be released on/about 24 March 2025, with a projected award date on/before 5 May 2025. A list of contacts for the Tier 2 pool is provided as follows:

Scope
SSC Atlas, AtlasX requires the A&AS contractor to provide critical thinking and analysis in a dynamic, high-paced environment responding to SSC senior leadership, supporting a broad range of technical and administrative activities that enable and contribute to effective management of the SSC space enterprise. In rendering support to the identified tasks, the A&AS contractor’s effort may take the form of information, recommendations, alternatives, analyses, evaluations, research, training, processes to eliminate waste, standardizing best practices, and reducing cycle times/cost of doing business, to complement the Government’s organic resources in accomplishing its mission. Deliverables could be in the format of a report, software file, briefing, spreadsheet, or other document as directed by the Government, using SSC and/or government approved and/or mandated systems/software and processes governed by guidance/instructions/policy or direction. The nature of this work will, at times, require the A&AS contractor to respond quickly to stringent deadlines and always in a high quality, professional manner.
Period of Performance
This requirement is for one 12-month base period with four 12-month option periods, which may be varied in duration by the CO. Contract options will be exercised if determined to be in the best interest of the Government.
