FORT BELVOIR, Va. – U.S. Army Program Executive Office (PEO) Enterprise today announced the launch of the Product Lead (PL) Digital Market, which replaces PL Computer Hardware, Enterprise Software and Services (CHESS), effective Apr. 2, 2025.
With the establishment of the Digital Market program management office, PEO Enterprise aims to fundamentally reimagine and transform how IT hardware, software and services are procured. The move reflects the PEO’s commitment to delivering a more modern and efficient experience for Army and DOD users, streamlining procurement processes and enhancing flexibility and accessibility.
PEO Enterprise’s procurement modernization effort will provide an enhanced user experience for customers, industry partners and acquisition teams. It will emphasize automation and efficiency in acquisition processes, paving the way for streamlined operations.
A new mission for the Digital Market team is managing the Army’s enterprise license agreements (ELAs) and community-based licensing. “We’re changing how we buy software licenses,” said Andi Fehl, the lead for ELAs. “This means identifying Army license needs, changing when we buy them and developing agreements that maximize the Army’s investments.”
PL Digital Market’s future online ordering system will be a new digital experience and will be called “Digital Marketplace.” Once the new site is established, vendors will use it to manage and maintain their catalogs, and previous IT e-market reporting requirements may change.
Susan Williams, the lead for developing a more modern digital experience called Digital Marketplace, said her team is following up on a fall 2024 request for information by researching platforms capable of delivering an e-commerce-like solution with minimal customization and configuration.
“Our focus is on fully developed commercial solutions that enable seamless catalog integration and an intuitive, e-commerce-like experience,” said Williams.
PEO Enterprise’s Digital Market team will manage ongoing contracts and continue leveraging the IT e-mart system until a new ordering system is put in place, and existing contracts come to completion or a follow-on contract has been established.
PEO Enterprise leaders are enthusiastic about the organization’s new and rapidly expanding Digital Market program management office, which marks yet another milestone in the PEO’s Digital Transformation.
“This effort will result in a more Agile, rapid and efficient way for users to procure IT products and services,” said Reg Shuford, project director of Enterprise Services at PEO Enterprise. Shuford also is serving as the acting product lead for Digital Market.
