NRC Sources Sought: Emergency Response Data System (ERDS) Operations and Maintenance Support

In most cases ERDS operates on-demand, and the system is only activated when one of the above scenarios is initiated. However, some nuclear power plants have elected to transmit their respective critical safe function data parameters continuously (24×7). This requires coordinating system maintenance and communication of events occurring at the NRC that will impact nuclear power plants’ connections to the NRC. The hardware that comprises the ERDS solution consists of communications equipment from CISCO and servers and workstations from Dell.

The core application software for the ERDS solution is OSIsoft PI, a commercial-off-the-shelf product.

  • The NRC is seeking to identify sources that are capable of providing:
  • Maintenance of the existing ERDS hardware and software to ensure operability.
  • Technical support so that the ERDS remains stable, reliable, and continues to be fully functional in its current operational environment.
  • Management of the ERDS configuration and keeping system documentation updated.
  • Maintenance of the ERDS to be in compliance with Federal IT Security, National Institute of Science and Technology (NIST), and NRC standards and policies.
  • Training to ERDS users.
  • Operations and maintenance support services for the ERDS Virtual Private Network (VPN) devices at all NRC licensee sites.
  • Maintenance of services for all elements of the communication including router and VPN appliance equipment.
  • Technical support to all users authorized to use ERDS.
  • Maintenance of services to address Data Point Library changes.
  • Maintenance of system and security administration and providing high-quality system related help desk support to ERDS users.
  • Maintenance and administration of disaster recovery/backup system support for continuation of operations.
  • Securing the system consistent with Federal Information Security Management Act (FISMA) and National Institute of Standards and Technology (NIST), and NRC security requirements.
