NOAA RFI: Audit Tracking System (ATS)

On-line data entry processes where AIMO audit analysts can directly enter their own detailed information, must include an electronic approval process for draft and final reports. Track milestone and metric dates for OIG/GAO audits and OIG referrals.

The mission of the National Oceanic and Atmospheric Administration (NOAA) is “to understand and predict changes in climate, weather, oceans, and coasts, to share that knowledge and information with others, and to conserve and manage coastal and marine ecosystems and resources.” Within NOAA, the Office of the Chief Administrative Officer (OCAO) is a major staff office that provides a wide array of comprehensive, NOAA-wide technical, programmatic guidance and staff support in the areas such as facilities management, project planning and management; safety and environmental compliance; management and coordination of Department of Commerce (DOC) Office of the Inspector General (OIG) and Government Accountability Office (GAO) audits and OIG hotline complaints delegated to NOAA, and other administrative support services. The Audit and Information Management Office (AIMO), within OCAO has a need for a new Audit Tracking System (ATS). This will allow AIMO to more efficiently use ATS to track, monitor, coordinate and respond to activities associated with the OIG and GAO work at NOAA.

NOAA is seeking proposals from qualified vendors. The scope includes project management and software documentation surrounding the implementation, including but not limited to, a project management plan, staffing plan, burn down charts, test plans, user administration manuals, and security and configuration and architecture documentation. The scope will include a pilot to be completed in the base period for approximately 20 users. When NOAA exercises the option period, the Contractor shall achieve an Authority to Operate (ATO). The Contractor will provide the following:

  • training,
  • end user assistance and
  • work closely with support teams including the NOAA AIMO project team, Office of the Chief Information Officer (OCIO), Chief Data Officer (CDO), Privacy, infrastructure and engineering teams throughout the project lifecycle.

One (1) 12-month Base period award for a pilot, with four (4) 12-month option periods for full implementation of the new ATS contract.
