NIST to negotiate Operation and Maintenance of BIRDS NEST IE4B API Sole Source

The National Institute of Standards and Technology (NIST) intends to negotiate a firm fixed priced purchase order on a sole source basis with the Athena Sustainable Materials Institute (ASMI), located at 280 Albert St, Suite 404, Ottawa, Ontario, K1P 5G8, Canada.

The purchase order will specifically procure contractor support services for the operation and maintenance of the existing web-based BIRDS NEST – IE4B API to ensure the API remains fully functional and available for requests from BIRDS NEST – i.e., the “Building Industry Reporting and Design for Sustainability Neutral Environment Software Tool.”

The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) has a goal to develop measurement science for Net Zero Energy, High-performance Buildings. The Metrics and Tools for Sustainable Buildings project contributes to the Net Zero Energy Building Program by developing, integrating, and applying measurement science to assess sustainability performance of energy technologies and systems in an integrated building design and operation context. One tool developed under this project is BIRDS NEST (Building Industry Reporting and Design for Sustainability Neutral Environment Software Tool), which assesses sustainability performance of whole building designs. The NIST Applied Economics Office (AEO) previously collaborated with the Athena Sustainable Materials Institute (ASMI) to develop a web-based Application Programming Interface (API) that provides the capabilities of the Impact Estimator for Buildings (IE4B) software that can provide life cycle assessment of a building’s structure and envelope to BIRDS NEST.

The performance period shall be a 12-month base period, to be effective on or about March 31, 2025, through March 30, 2026, with the option to extend the performance period by up to two (2) additional 12-month option periods. BIRDS NEST allows NIST to assess sustainability performances of whole-building designs and was previously assembled and built by NIST in collaboration with ASMI.
