Navy to award Budget Tool Services for National Defense University (NDU)

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN) Pentagon Directorate, Contracting Department, Detachment Philadelphia hereby provides notice of its intent to award a firm-fixed-price (FFP) purchase order to a single source: Centers for Strategic and Budgetary Assessment (CAGE: 05ZD7), 1667 K Street, NW, Suite 900, Washington, DC 20006-1605. The Government intends to solicit and negotiate with ONLY ONE SOURCE under the authority of FAR 13.106-1(b), Soliciting from a Single Source. The RFQ number is N0018924Q540.

This requirement is being processed on behalf of the National Defense University (NDU). The contractor shall provide Centers for Strategic and Budgetary Assessment (CSBA) Budget Tool Support services for the National Defense University at Fort McNair in Washington, DC. The specific minimum characteristics required by NDU for the services include the following:

• the CSBA Budgetary Tool must provide a proprietary strategic choices tool, a tool for defense budgeting that fulfills the NDU curriculum and
• provides training, support and coordination to allow students to make strategic budgetary choices across 2 future year defense programs (fydps). This is a tool developed internally over 10 years and it has modified to meet the minimum needs and requirements of the faculty, staff, and students and of the NDU curriculum. The CSBA Budgetary Tool Services period of performance will last for twelve (12) months starting 30 September 2024.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
