Navy Sources Sought: Training and Education Command (TECOM) Statistical Analysis Support

The Training and Education Command (TECOM) has a requirement for professional services in support of their Policy Standards Division (PSD), Analysis and Assessments Branch (A&AB), and Operations and Analysis Section (OAS). TECOM has a requirement for contractor support to assist with Trend Reversal and Reinforcement Progress (TRRP) Working Group), and Assessment Working Group (AWG) execution, including accessing and utilizing new data science technologies to include: Artificial Intelligence (AI)/Machine Learning (ML) and Natural Language Processing (NLP) tools) within the Marine Corps Enterprise Network (MCEN) to automate data and text search, scraping, ingestion, tagging and related tasks to prepare data for Performance Management (PFMT) analyst’s analysis.

TECOM PSD, A&AB OAS requires contract support to assist with TRRP WG and AWG execution, including accessing and utilizing new data science technologies (e.g., Artificial Intelligence (AI) / Machine Learning (ML) and Natural Language Processing (NLP) tools) within the Marine Corps Enterprise Network (MCEN) to automate data and text search, scraping, ingestion, tagging and related tasks to prepare data for PfM analyst’s analysis. The contractor will also support the development of advanced predictive analytics capabilities to provide the analytical rigor required in the analysis of the Command’s overarching Performance Management (PfM) activities. The contractor is expected to be proficient in Operations Research and System Analysis (ORSA)-centric tasks to include design of experiments, probability models, statistical inference, simulations, optimizations, data analysis and visualizations for PfM analysts’ final analyses, and to be capable of conducting these activities within the Nonclassified Internet Protocol Router Network (NIPRnet) and the Secret Internet Protocol Router Network (SIPRnet) environments.

The contractor shall execute a comprehensive, technology-enabled lessons learned process, via the TRRP, to provide timely corrective action of Service-level systemic trends and proliferate best practices that close the lessons learned loop. The below five tasks (4.1 through 4.5) shall be performed against T&E Programs such as: Individual Training (Entry Level Training and Advanced Individual Training); and Collective Training (Service-level Training Events [SLTE], Marine Corps Combat Readiness Evaluation [MCCRE]). The contractor’s analysts must have a diverse mix of experience with PfM activities and PfM implementation within the private sector and/or within the Department of Defense (DoD), either individually or collectively. 4.1. Task 1, TRRP Step 1: Data Collection / Data Mining. The contractor shall conduct data collection and data mining that includes qualitative and quantitative data to facilitate analysis and identification of Service-level systemic trends across the doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) spectrum, FD 2030 tasks, TM 2030, as well as T&E 2030 tasks. The contractor will keep the Contracting Officer’s Representative (COR) apprised of data collection and data mining progress within the Weekly Activity Report (WAR) and the Monthly Status Report (MSR) (see 7.3). The contractor shall have documented experience with large datasets, NEO4J, Microsoft Power tools such as Power BI, and related software languages to support data integration, analysis, data visualization, display techniques and reporting. The contractor shall possess an advanced proficiency in Data Science, Artificial Intelligence/Machine Learning (AI/ML), data mining and collection tools/capabilities plus familiarity and use of government approved software tools to achieve or attain the following analytical functionality: formulas, data filters, macros, pivot tables, Vertical Lookup (VLOOKUP), graphing, data connections, and automation using macros and VBA, and other data management advanced technologies…
