This order provides for electronic Patient Care Report (ePCR) annual pre-hospital emergency data collection, analysis and reporting. The following request represents the minimum requirements of the Joint Region Marianas Fire and Emergency Services (JRM F&ES). The ePCR is a web-based system that offers pre-hospital emergency data collection, analysis and reporting in one enterprise solution that supports the identification of evolving problems or successes in emergency health care while simultaneously providing secure access of that information to authorized personnel from anywhere, at any time. The information can be used to set priorities, make plans and ultimately assure safe and effective delivery of EMS to the public.

Requirements:

  • Facilitate site setup and provide education materials on using and managing their web-based site. Assist with setup, administer and manage site, including end-user access and training on how to navigate the web-based site’s interface, provide login credentials for administrators.
  • Provide a “Field Function/Module”, whereas an ePCR can be done without an internet connection and then synced with the system later, making it a truly mobile solution that can go anywhere. Provide education materials on using and managing Field Function/Module including end-user access and training.
  • Configure Field Function/Module on all necessary devices.
  • Compare current 12-lead images to historical patient images. Observations and images can be shared with receiving facilities to determine the appropriate level of care.
  • Hospital outcomes notifications system alerts users of important unread messages including patient outcomes. From this alert, medics can directly access the secure inbox to review their messages.
  • Offline documentation, whereas an EMS provider can complete documentation without an internet connection. Start and complete documentation of an encounter offline and submit when a connection is restored.
  • Administrators shall be able to manage fields, value ranges, and validation and mapping for import/export data exchange. Activate or inactivate values and change labels for choices that appear in drop-down menus.
  • Vendor will provide JRM F&ES support whereas the ePCR site is monitored 24 hours per day, 7 days per week, and support staff is available via phone and email; works to promptly resolve all issues reported by JRM F&ES and will acknowledge the disposition and potential resolution
