The Department of Navy (DON) employs over 223,000 civilians at more than 1,200 naval activities throughout the world.  DON civilians provide the essential expertise, administrative and technical continuity, and quality-of-life program support necessary for the DON to meet its military mission.  The Office of Civilian Human Resources (OCHR) is an execution office reporting to the Deputy Assistant Secretary of the Navy (Civilian Personnel) within Assistant Secretary of the Navy (Manpower and Reserve Affairs).  OCHR and its Human Resource Operations Centers are comprised of approximately 1200 Navy civilian employees who perform the tasks and functions necessary for meeting the agency’s and the Navy’s mission in recruitment of qualified personnel. The strategies, policies, business processes, and systems developed/implemented and managed by the OCHR and ASN (M&RA) organizations affect the entire DON civilian workforce and ultimately support the military war fighter. The OCHR is the authoritative source of civilian human resources strategic and technical expertise for Hire-to-Retire process to enable the recruitment of the right talent for the mission of the Department of the Navy.

This contract will provide the OCHR and Assistant Secretary of the Navy Manpower and Reserve Affairs (ASN M&RA) with administrative and management support including all necessary personnel, supervision, management, materials, and services as defined by tasks identified in each order.
