This Request for Information (RFI)/Sources Sought notice is issued by Naval Supply Systems Command Fleet Logistics Center (NAVSUP FLC) Norfolk FM and C/BUMED Directorate in support of the Assistant Secretary of the Navy, Financial Management and Comptroller (ASN FM and C). The Government is seeking information on potential Woman-Owned Small Business (WOSB) concerns qualified to support the creation of an initial pilot program to explore and implement innovative processes and technologies to enhance the DON’s ability to drive business results and programs related to financial systems.

Background ASN FM and C has identified five strategic goals within the DON’s Financial Management Strategy:

  • Enhance our highly-skilled and engaged FM workforce to support DON’s mission;
  • standardize DON business processes and strengthen internal controls to improve accountability;
  • optimize stewardship and trust in the DON’s budget process;
  • consolidate DON financial systems and enhance cybersecurity controls to improve data integrity;
  • leverage data analytics to improve DON financial operations.

The Department of the Navy (DON) is dependent on a variety of information systems to carry out its operations and to process, maintain, and report essential information. Virtually all DON operations are supported by automated systems and electronic data. It is imperative that the DON identify and effectively manage the systems (and corresponding information technology (IT) controls) having a significant impact on financial reporting and audit; to include budget, accounting, and finance systems, as well as business feeder systems, such as personnel, logistics, and property systems, where most financial transactions originate.

Services under the initial pilot program shall address specific use cases to demonstrate proof of concept. In the event the pilot program is successful, options to expand the number of use cases or transition into full implementation are anticipated. Key goals of the program are to explore, develop, and implement innovative technologies and processes to drive improved business results, programs, reporting, processes, and analytical, data-based decision making in critical areas, including portfolio management and governance.

The awardee will be required to design and implement an end-to-end Pilot Program aimed at using innovative practices and technologies to improve business processes, decision-making, and drive results, including in portfolio management, systems architecture, and/or governance activities for the DON’s financial management systems.

Vendor will build upon the lessons of the Pilot Program to deliver a fully implemented solution. The scope of this implementation will be based upon the results of the Pilot Program and developed in coordination with the government. Final reports will be delivered at the conclusion of the Pilot Program and, if applicable, at the conclusion of full implementation. These reports will describe in detail the efforts undertaken, the successes and lessons learned, outstanding areas of concern and risks, and potential next steps.
