The requiring activity is the United States Naval War College (NWC) in Newport, RI.; the contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Pentagon Directorate.
This is a sole source action for the procurement of Cloud Management System (CMS) migration services in support of the NWC.
This is a new requirement, and the placement of a firm fixed price purchase order is anticipated.
The NWC requires replacement of its current CMS, Dot Net Nuke/Evoq (DNN), with Cascade, which is a cloud-based, externally hosted environment provided by Hannon Hill Corporation. Hannon Hill’s professional services team offers migration services, which includes the use of Hannon Hill’s migration tool and the development of a custom script.
The current NWC website, www.usnwc.edu, is not optimally organized or structured to encourage navigation to key outcomes, and varied constituents have a difficult time finding desired information. Based on outdated technology that does not allow for scripting, rich media, or adaptive templates, the NWC website has exceeded its lifespan. As such, the NWC website has a limited interface and does not engage the visitor; nor does it reflect the prestige, academic rigor, research, publication, and overall NWC experience that is desired from the college.
The current CMS services are being provided under purchase order N00189-24-P-G041 with ESW Operations, LLC via Dot Net Nuke/Evoq’s CMS. The Period of Performance (PoP) is from 08 April 2024 to 07 April 2025. The required migration services will not cause a disruption in services that are currently being provided by ESW under active contract N00189-24-P-G041. Over the course of performance, NWC’s requirements for security and functionality have increased, and the ESW solution does need NWC’s minimum requirements.
