The principal purpose of this requirement is to acquire crowdsourcing services and/or products to multiple NASA centers and other government agencies in support of NASA’s Center of Excellence for Collaborative Innovation (CoECI).

NASA will conduct this acquisition as a full and open competition.  The North American Industry Classification System (NAICS) code for this acquisition is 541990 and the small business size standard is $19.5M.

This competitive acquisition will result in Firm-fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contracts with the ability to issue Firm-Fixed Price (FFP) task orders.  The contract will have a total potential period of performance of 10 years, which will include a 2-year Base Period, a 3-year Option Period 1, and a 5-year Option Period 2.  The ability to off-ramp will be available at the contractor’s request.

The anticipated contract award date is March 24, 2025 with a June 1, 2025 contract effective date. The contract will be performed offsite using the Contractor’s facilities unless otherwise stated in a task order.

SCOPE OF WORK

The scope of the NOIS3 contract includes the ability to solicit crowdsourced solutions via task orders with multiple awardees using their commercial approaches to satisfy the task order SOW. In accordance with the requirements of the Task Order the Contractors shall use one or more of the following methodologies to meet the requirements of specific task orders.

1. Crowd-Based Challenges and Competitions: Competition-based activities that use a focused problem-statement approach and crowdsourcing, rather than specifically identified individuals or groups, to obtain solutions and/or stimulate innovation.
2. Crowd-Based Freelance Projects: Freelance is the process to select and manage individuals, teams, and/or talent pools (members of the crowd/community) best equipped to work on and deliver solutions and/or stimulate innovation.
3. Crowd-Based Micro-Task Projects: Micro-tasking is the process of splitting a large job into small tasks that can be distributed, typically over the internet, to many people (members of the crowd/community).
4. Other Crowd-Based Methods: Other crowdsourcing-based method not covered above that would provide solution(s) or stimulate innovation.
