The objective of this Performance Work Statement (PWS) is to obtain contractor support to assist the Cybersecurity team with implementation, maintenance, and continuous improvement of a security framework, processes and capabilities supporting CI’s TaLON project.

Call for White Paper: Interested parties are requested to submit a capabilities statement in the format of a White Paper as outlined below. The White Paper should be concise (no more than 5 pages) and address only the information requested below (title pages, cover letter, etc., will not count against the 5-page limit). Again, this information will support market research activities within Department of Treasury.

Introduction: The mission of the Tactical Law Enforcement Operational Network project (TaLON) is to support IRS-CI law enforcement investigative and operational activities such as secure communications and Internet surveillance capabilities. This initiative is comprised of dark web reconnaissance, cryptocurrency intelligence gathering, social media and open-source intelligence operations, and task force access to off network resources. CI is taking a phased approach for the implementation of the TaLON project. The first phase encompasses implementation of brand-new network infrastructure including wireless access points, firewalls, and switches. Additionally, other objectives include standardizing centralized Identity and Access Management, Anti-Malware/Anti-Virus, Vulnerability and Configuration Settings Management, and Log Analysis and Retention Capabilities under a Cloud Management Structure.  CI will then continue to work to build out a scalable, cloud-friendly solutions utilizing multiple deployment architectures in support of CI’s agile investigative and Law Enforcement (LE) needs.

SCOPE CI’s TaLON project complements the overall IRS security strategy, and provides continuous monitoring, diagnostics, and mitigation capabilities which are designed to strengthen Federal government networks and systems. CI Cyber will be responsible for developing, maintaining, and operating overall security program and framework for TaLON.    The scope of this PWS describes the professional services the Contractor shall provide to ensure the TaLON security framework is scalable, flexible, and agile to better support collection and enforcement needs of CI Special Agents and Investigative Analysts. This includes developing Risk Management and Continuous Monitoring Strategies/Processes.  The TaLON project being executed has the following goals for the awarded contractor with respect to the work that needs to be conducted in support of CI:

  • The Contractor shall provide expertise and services in analysis and assist in the revision of security baselines and/or the reengineering of organizational processes and strategies.
  • The Contractor shall provide security documentation to support TaLON’s implementation and transition into operational state.
  • The Contractor shall provide expertise and services to lead the execution of TaLON processes related to integration of new tools into the CI environment, maintenance of current tools, tool migration and documentation updates for both legacy and new tools.
  • The Contractor shall provide expertise and services in support of all CI TaLON security related activities and backfill and augment government staff wherein resources are strained to maintain CI procedures and activities while TaLON is being implemented and in operation.
  • The Contractor shall provide expertise and services related to the configuration of tools, management and storage of data, transfer of data between CI TaLON systems for the monitoring and auditing purposes, and assistance in analytical reporting and in the analysis of outputs.
  • The Contractor shall develop strategies, propose recommendations, and execute remediation activities for weaknesses and gaps in addition to assisting in the closure of risk identification and audit findings by agencies including but not limited to, CI Security Monitoring tools, Treasury Inspector General for Tax Administration (TIGTA), Government Accountability Office (GAO) and internal controls assessment findings.
  • The Contractor shall provide expertise and services in execution of transition management activities and knowledge transfer.

The period of performance for the anticipated task order will be three years (base plus two 12-month option years).
