IRS RFI: Pega Platform Support Commercial-off-the-Shelf (COTS) BPA

The IRS is seeking a Bureau-Wide Blanket Purchase Agreement (BPA) that will provide continued access to Pega’s highly configurable, low or no code Commercial-off-the-Shelf (COTS) software product(s) and technical support for complete end-to-end case management and workflow processing efforts, in building applications and additional functionality within the IRS Pega Platform.

The BPA scope includes products and services for IT modernization efforts, including current leading-edge technologies and any new technologies which may emerge during the BPA period of performance, as required to successfully achieve the IRS modernization goals. Since technological advances over the term of the BPA are inevitable, the scope of this BPA takes into consideration that task order requirements are permitted to include any future Pega COTS products and necessary ancillary components and services as they arise during the BPA period of performance.

Technical services requested under the BPA shall be related to acquiring support required to configure workflow and/or enterprise case management and collections applications to support IRS organizations. The work performed falls into two task areas: 1) Pega COTS Software Licenses and 2) Configuration Support.

The Contractor shall provide management, supervision, labor, facilities, and materials necessary to perform work on a task order basis.  Within one week of BPA award, the Contractor shall contact the Contracting Officer (CO) to schedule and conduct a kickoff meeting.  The IRS does not require an elaborate briefing, nor does it expect the Contractor to expend significant resources in preparation.  The kickoff meeting intent is to initiate the communication process between the IRS and Contractor by introducing key Contractor and IRS resources, reviewing roles, communication ground rules, and assuring a common understanding of the BPA and/or Task Order requirements and objectives.

Objectives.  The contractor shall provide:

  1. Software licenses for Pega COTS products that may be configured to deliver lifecycle capabilities for modernization of existing IRS case management, collections, and workflow capabilities to achieve business and IT objectives.
  2. Timely and accurate major and minor software maintenance support including advance notifications for operating system (OS) updates, management interface updates, minor feature enhancements, bug fixes, patches, and applicable major functionality releases.
