IRS RFI: Joint Enterprise Tax Calculator Solution (JETCS)

Joint Enterprise Tax Calculator Solution (JETCS) Information Technology (IT) has started procurement for Cloud-based or server-based tax calculator software that supports the use of standard Application Programming Interface (API) architectures to securely integrate with high-volume and multi-user manual and automated IRS workflows and processes. The calculator service will allow seamless and automated integration with Enterprise Case Management (ECM) and other applications and meet IRS technical requirements such as cybersecurity, Federal Risk and Authorization Management Program (FedRAMP) and privacy for all applicable use cases.

For the purpose of this procurement, a tax calculator solution has a three-part definition:

  • Must be cloud-based;
  • Can be one or more products that is explicitly for the computation of audit adjustments and tax based on data provided;
  • Must have middleware to allow analysis of tax calculator results and produce customer forms containing summary results of an audit to be supplied to taxpayers after the examination is complete

The scope of this procurement is the acquisition of a tax calculator solution that provides calculations needed to support Examination (also referred to as “Exam”) activities performed within the ECM solution (i.e., Pega cloud), and other Enterprise calculation needs performed outside of the ECM system (via a User Interface). Specifically, the scope covers the key areas listed below:

  • 1 Initial delivery for IRS Form 1040 series, including all related forms, schedules, worksheets, and calculations triggered by interdependencies among these forms are in scope. At a later date, IRS Forms 1041, 1065, 1120, 1120-S including associated forms, schedules and worksheets, and calculations triggered by interdependencies among these forms will be needed.   The number of covered forms, schedules, and worksheets will expand as the IRS determines additional forms to be migrated into the solution.
  • 2 Calculations for Tax Years 2018 to 2023 with the ability to add Tax Year 2000 through 2017 in the future, and all tax years eligible for carryback and carryforward. The tax calculator solution will provide carry back and carry forward between forms/schedules across years.
  • 3 Calculations and data needed to generate F4549 Revenue Agent Report (RAR)3 and other internal IRS reporting forms and supporting schedules, and automatic adjustment detail and data needed to process taxpayer account updates.
  • 4 Providing, installing, configuring, implementing, and maintaining the tax calculator solution in the IRS environment.
  • 5 Integrating the tax calculator solution with existing and future workflows, processes, and systems, and integrating it with new workflows, processes, and systems as they are developed are required.

The period of performance for any resultant award will include a 12-month base period and four (4) 12-month option periods. Option to Extend Services, is possible.
