The Internal Revenue Service (IRS) has a requirement for develop of an enterprise platform for anomaly detection and case selection.
The IRA ECS/EAD Services program supports building the platforms and services for an enterprise solution to support anomaly detection and case selection for all priority taxpayer segments. The solution is supporting modernization through the continuing definition and prioritization of SOP Outcomes and Key Results from the Transformation Strategy Office. The legacy current state includes fragmented manual business processes, requiring process/role re-engineering and organizational readiness. Transformational cultural change is required to adjust to automated integrated business processes. The goal is to scale this solution as one enterprise-wide Anomaly Detection and Case Selection systemic process enabling the decommissioning of 100+ legacy systems.
The Strategic Operating Plan (SOP) outcomes supported by the IRA ECS/EAD Services program are:
3.1 IRS using a centralized, data-backed case selection and compliance planning function to more effectively identify and act upon high-priority compliance cases.
4.3 Improve Technology Operations: The IRS will enhance core technology processes and platforms to support the delivery of expanded capabilities for taxpayers and employees.

The goal is to scale this solution as one enterprise-wide Anomaly Detection and Case Selection systemic process enabling the decommissioning of 100+ legacy systems.
- The following are the key capabilities to be created as part of the IRA ECS/EAD Services: Integration with all Business Operating Divisions, multiple managed service platforms, common services and tools will be a critical area of focus for planning, scheduling, and the solution definition.

The IRS intends to award a task order, using the EDOS BPA holders GSA scheduling, in accordance with FAR Subpart 8.405-3. Prior to responding to this RFTOQ, offerors shall ensure their current underlying GSA MAS contract contains options to cover the entire task order period of performance (PoP), including any award term extension. If the contract does not cover the entire PoP, offerors may avail themselves of the MAS Schedule Program’s contract continuity process provided that the process is completed (i.e., new schedule contract awarded) prior to the deadline for quote submission under this RFTOQ.
The IRA ECS/EAD Services program will focus initially on building ECS/EAD Foundation Services as a part of the Filing Season 2026 Key Result (December 2025 Production Deployment): Establish at least one new minimum viable product for anomaly detection and case selection of priority taxpayer segment high income/high wealth. The contractor shall project management and technical services to design, develop, integrate, test, and deploy the platforms and services for an enterprise solution to support anomaly detection and case selection. The contractor shall also support transition, training, and day-to-day Operations & Maintenance (O&M).
In subsequent option years, the solution is supporting modernization through the continuing definition of Strategic Outcomes and Key Results from the Transformation Strategy Office and our Business Operating Division partners. The resulting task order shall provide for project management, O&M, modernization, enhancements, decommissioning, software development, legislative changes, and developmental O&M upgrades for the ECS/EAD services to be extended to all priority taxpayer segments, enterprise wide.
- Business Customer Engagement enabling Agile development.
- Direct user engagement in planning, demonstrations, and user acceptance feedback as part of Organizational Readiness
- Leveraging the Agile Development principles and One SDLC process for continuous engagement with business stakeholders, business process owners and representatives from the end user community
- Ability for users of common data environment(s) to get near-real time support (Premium Services) for problems with access, permissions, software, or data availability via phone, online chat, or other communication vehicles
- Data Integration for Anomaly Detection Services
- Common data sources for domain data, operational data, research, and use by models (develop, test, tune)
- Ability to bring in external datasets and external libraries from Open Source for use in the Enterprise Data Platform
- User interface to all inbound data (including original source documents) throughout the process.
- Automated enterprise anomaly/analytics process leveraging real-time data integration with Common Enterprise Services: such as Document Matching, Entity Linking/Graph visualizations, Tax Calculator
