HUD Sources Sought: Section 232 Quality of Care-Related Risk Management Data Analysis Tool

The Department of Housing and Urban Development (HUD), Office of Residential Care Facilities (ORCF) administers the Section 232 loan program.  Section 232 is a Federal Housing Authority (FHA) loan product that provides mortgage insurance for residential care facilities such as skilled nursing facilities, assisted living facilities, and board and care facilities.  Section 232 may be used to finance the purchase, refinance, new construction, or substantial rehabilitation of these residential care facilities.

ORCF requires access to a quality of care-related risk management data analytics tool for residential care facilities that produces customizable reports.  This tool will be available on a subscription basis for up to 125 users. The contractor shall provide access to a Web‐based portal dashboard report system, including customizable dashboard homepage risk rating report featuring summarized data encompassing regulatory surveys, occupancy, re‐hospitalization, enforcement actions, quality measures, staffing, special focus facility designation, abuse/neglect issues, candidacy for special focus, likelihood of adverse outcomes, and automated alert notifications for up to 5,000 facilities.

Requirements

Online Subscription and Maintenance Services: The Contractor shall provide an online subscription service through a dashboard tool capable of performing risk management support services for all current and proposed HUD insured healthcare facilities. The dashboard tool shall receive, extract, and centralize real-time data analytics from federal, state, and local government, and private industry external systems throughout the healthcare field for the purposes of identifying current potential credit loss risk.

The dashboard tool shall provide risk management services and business risk services capable of enhancing the underwriting and asset management decision-making process for HUD Underwriters (UWs) and Account Executives (AEs).

The dashboard tool shall ensure that the government can identify facilities with an acceptable risk and to monitor the risk exposure of the entire portfolio through a single platform. 3.1.1.3.  The Contractor shall provide access to a Web‐based portal dashboard report system including customizable dashboard homepage risk rating report featuring summarized data encompassing regulatory surveys, occupancy, re‐hospitalization, enforcement actions, quality measures, staffing, special focus facility designation, abuse/neglect issues, candidacy for special focus, likelihood of adverse outcomes, and automated alert notifications for up to 5,000 facilities. The Contractor shall ensure that the dashboard tool is reliable and adaptable.

The Online Tool shall be available through a 508-compliant portal with secure online access that ensures confidentiality of the client’s information.

ALF data will be derived from state survey history & penalties (as available), state and city benchmarking, competitive analysis, and state regulatory library.

Risk Analysis Support Services: The Contractor shall provide unlimited access to their existing Contractor owned risk management analytic tool. The subscription service shall be webbased and shall be capable of analyzing key performance measures related to quality of care for skilled nursing facilities (SNFs) that are certified by the Center of Medicare and Medicaid Services (CMS). The subscription service shall also provide quality of care data analysis pertaining to other state-regulated residential care facilities, as available, such as assisted living facilities (ALF), board and care facilities (B&C), and intermediate care facilities (ICF).

The Contractor shall ensure that the dashboard tool is tailored specifically to performing risk analysis services of SNF by providing SLF data and CMS data.

This subscription service shall be customizable, with drill‐down or roll‐up to specified hierarchies: FHA Number, Account Executive, Operator, Lender, Facility Name, State, City, Provider Number, Portfolio, and the contractor shall provide a reliable risk level designation for facilities in HUD’s existing portfolio of insured facilities and facilities seeking HUD-insured financing. Currently, ORCF has a firm fixed price contract (86615620C00008) with Formation Healthcare Group LLC that provides a tool that centralizes information from HUD’s internal systems and from government, state, local, and private industry external systems throughout the healthcare field through September 2025.

The period of performance shall be for one (1), twelve (12) month base period and four (4), twelve (12) month option periods.
