HUD Sources Sought: Exchange Knowledge Management Platform

HUD is seeking a Contractor to manage and improve its central knowledge management platform for technical assistance, HUD Exchange. HUD Exchange is a web-based environment (website, learning management system, and associated social media accounts) aimed at building the capacity of HUD’s customers, including program participants and grantees, to deliver effective and transformational affordable housing and community development programs.

The Contractor shall host the site on a cloud-based server with the following minimum technical requirements:

1. 99% availability, or higher, in SLA with a financially backed penalty schedule;
2. a secure platform that prevents loss of, or tampering with, HUD data, service degradation, and/or service disruption to all users;
3. 24 hours per day, seven days a week, 365 days per year proactive monitoring and support for resolution of any and all outages that affect the availability of the cloud services;
4. flexibility to rapidly scale up and down to meet the business needs;
