The Health Resources and Services Administration (HRSA) has awarded Sparksoft Corporation with a 5-Year Blanket Purchase Agreement (BPA) to perform Independent Testing, Verification, and Validation (ITV&V) Services for Information Technology (IT) Systems. HRSA is an agency of the U.S. Department of Health and Human Services (HHS) whose mission is to improve health and achieve health equity through access to quality services, a skilled health workforce and innovative programs. HRSA assures the availability of quality health care to low income, uninsured, isolated, vulnerable and special needs populations. As the world’s leading public health agency, HRSA has the responsibility for promoting health and quality of life by preventing and controlling disease, injury and disability. HRSA serves as the national focus for developing and applying disease prevention and control methodologies, environmental health strategies, and health promotion and education activities designed to improve the health of the people of the United States and throughout the world. HRSA operates more than 100 programs and awards more than $12 billion dollars in Federal grants on an annual basis to approximately 6,000 partner organizations.
Sparksoft will provide the below ITV&V services for any HRSA IT systems or subsystems under the scope of this BPA to meet the mission of HRSA, which includes cloud readiness and enhancements, test automation framework and platform enhancements, predictive defect analytics and visual testing using Artificial Intelligence and Machine Learning (AI/ML), Section 508 compliance verification, Robotic Process Automation (RPA) and data generation testing:

This award builds on Sparksoft’s highly successful breadth of independent quality assurance work across HHS such as Independent Verification and Validation (IV&V) of the Immunization Gateway for the Centers for Disease Control and Prevention (CDC), and at the Centers for Medicare & Medicaid Services (CMS) on HIPAA Eligibility Transaction System (HETS) modernization as the HETS Independent Testing Contractor (HITC), support the Medicare Payment Systems Modernization from legacy Mainframe and Cobol solution to a Microservices Architecture in the AWS Cloud on Medicare Integrated Systems Testing (MIST), functional and performance testing of Quality Payment Program (QPP) on Health Care Quality Information System (HCQIS) Enterprise Integrated Supplemental Testing (HEIST), quality monitoring of Customer Service Representatives (CSR) at Medicare and Marketplace 1-800-MEDICARE Contact Center Operations (CCO) on the Independent Quality Assurance (IQA), and Innovation Center Independent Testing Service (ICITS) center-wide support at the Center for Medicare and Medicaid Innovation.
