Substance Abuse Mental Health Services Administration (SAMHSA)/Office of Financial Resources (OFR)/Division of Grant Review (DGR) and Division of Contract Management (DCM) are required by Congress to conduct technical review of grants and contracts through an extramural peer review process. This requirement ensures that all technical reviews are conducted impartially by a panel of highly qualified persons.
Notice of Funding opportunity (NOFO) are grant funding opportunities announced to prospective applicants via SAMHSA’s website and Grants.gov. They describe a specific program design, information to include in the application, and necessary instructions for submitting grant applications to SAMHSA. Applications are sent to SAMHSA electronically through the Grants.gov system. SAMHSA expects the bulk of the work to occur between January and August, annually, with February through June defining the peak workload during the Federal Fiscal Year. The Contractor shall provide program and honorarium payment support to SAMHSA’s DGR during the grant application peer review process.
SAMHSA’s DCM contract review team administers and conducts technical merit/peer review meetings for proposals submitted in response to SAMHSA-wide Request for Proposal (RFP) announcements and projects announced through SAMHSA’s Indefinite Delivery-Indefinite Quantity (IDIQ) contract mechanism. The Contractor shall provide reviewers, content writers, contract technical assistant and honorarium payment support to SAMHSA’s DCM during the proposal peer and objective review process.
SAMHSA’s DCM also requires full-time staff to fill and perform Contract Closeout Technical Support services.
