HHS IHS Draft RFP: Health Information Technology (IT) Modernization Program for the Four Directions Warehouse (4DW)

AQD is issuing this competitive RFP Number 140D0424R0069 on behalf of the Department of Health and Human Services (HHS), Indian Health Service (IHS) for the purpose of awarding a single contract after receipt and evaluation of all proposals. This RFP is being issued as a ISBEE set-aside.

DRAFT RFP Indian Small Business Economic Enterprises (ISBEEs) set-aside for Indian Health Service (IHS) Health Information Technology (IT) Modernization Program for the Development of the Four Directions Warehouse (4DW).

The Government will evaluate the Offeror’s proposed approach for managing the 4DW program. The Government will assess whether the Offeror’s approach and capabilities will enable its successful performance of the work required in the IHS 4DW PWS. The evaluation will be based on the following sub-factor prompts:

Factor A, Sub-factor Prompt A.1:

The Government will evaluate the extent to which the Offeror’s proposal demonstrates a sound approach for designing, building, implementing, and sustaining the 4DW application services which include::

  • CDR and associated CDR management services
  • Data Migration Services
  • Cold Storage Archive Services
  • Vendor Neutral Archive Services
  • Enterprise Master Patient Index Services
  • Clinical Data Viewer

The Government will further evaluate how the Offeror plans to leverage its technical approach for the benefit of the his Health Information Technology Modernization Program.

Factor A, Sub-factor Prompt A.2:

The Government will evaluate the extent to which the Offeror’s proposal demonstrates a sound technical approach to integrating the 4DW computing environment in government provided IT infrastructure.

The Government will evaluate the extent to which the Offeror’s proposal demonstrates a sound technical approach to integrating the 4DW computing environment in government provided IT infrastructure. The Government will evaluate the extent to which the Offeror’s system and software engineering and development processes align to the SDLC within the HHS EPLC as referenced the PWS Section …

The period of performance is the following:  Five (5) years – a base period of one (1) year, and four (4) one (1) year option periods.
