This is a NOTICE OF INTENT for the Government to award a Sole Source purchase order for the services of TESLA GOVERNMENT INC. on Behalf of the Department of State, Bureau of Oceans and International Environment and Scientific Affairs, Office of Science Technology Cooperation (OES/STC). This will be for one (1) base year, with two (2) option years.

This contract is for TESLA GOVERNMENT INC. to provide continued support for International Science, Technology, and Innovation Exchange (ISTIX) to maintain secure servers for the platform on which ISTIX was developed, fix bugs that might arise in ISTIX library and underlying platform, develop new technical features that require backend access and will further increase the usability of ISTIX (ex: updating to provide services using new technologies, creating features such as notifications, etc.), create new pages for new document (not the content, just the physical page on which content can go), and provide information to the State Department for required ongoing security and access reporting.

OES/STC has developed and implemented, through a previous contract with Tesla Government, a Platform as a Service specifically designed to meet the operational and security requirements for the State Department to securely share these critical documents and information with other government partners in the S&T interagency.  The controlled OES data management library on StateToday.net is called the International Science, Technology, and Innovation Exchange.

(ISTIX) and has already been developed and has an approved Authorization to Operate from the Department of State through September 2026.  ISTIX has active interagency users and OES/STC is always seeking to onboard new users.
