1.0 PURPOSE
The overall objective of this procurement is to establish a multiple award blanket purchase agreement to obtain access to memberships/licenses to assist GSA with the formulation of Information Technology (IT) strategies, business management of IT, application integration, enterprise management strategies, data governance, and emerging trends in IT strategic systems alignment.

2.0 BACKGROUND
General Services Administration (GSA) is organized to provide best value in acquisition and vital technology services governmentwide. GSA interacts frequently with White House staff (OMB and National Security Staff) on these services. GSA’s four strategic goals – savings, efficiency, technology modernization and shared services align the agency’s mission, set direction and guide operational planning. Research memberships/licenses provide crucial information and support leadership interaction with lawmakers and staffers in Congress. They also provide a valuable resource guiding groundbreaking effort in Emerging Technology, Supply Chain Risk Management, and other key Administration priorities.
GSA has the mission to provide the full spectrum of Information Technology Services for its customers’ government wide. GSA requires insight into global trends in IT strategies, information and communications technology management, data science and governance, and business management of information technology (IT) that will instill confidence in the decisions being made on behalf of the United States Federal Government. GSA utilizes research memberships/licenses for operations research and analysis in support of the overall agency mission.
These services complement the push to ensure the outputs reflect the most current research and best practices. They also support extensive research activities such as identifying IT market trends and emerging technologies, support of strategic planning, digital government, bimodal staffing strategy, vendor analysis, risk mitigation and providing recommendations for organization-wide process improvement. This ensures GSA’s contract vehicles and programs maintain maximum flexibility, responsiveness, and compliance to applicable laws and regulations in support of customer missions.
3.0 SCOPE OF WORK
The General Services Administration (GSA) requires research memberships/licenses that provide input and advice on business development, customer engagement in an IT market, category management, business process re-engineering, pricing strategies, data governance, and benchmarking.
The memberships/licenses will assist in developing marketing and outreach capability via the ability to influence the evolution of standards and practices related to digital identity: 1) bridge the gap between government and private sector focus and priorities; and 2) leverage best practices from international identity standards used in the education and research sector.
These services shall provide GSA with the following benefits:
