The General Services Administration (GSA) Office of the Chief Information Officer (OCIO) seeks to acquire professional support services for enterprise Data Analytics Shared Services (DASS). The Government intends to award a single task order to provide professional support services in support of an enterprise Data Analytics Shared Service Portfolio.
The scope of the resulting task order shall include all support services required to provide expertise, best practices/standard operating procedures, and resources to manage and operate GSA’s Data Analytics Shared Services capabilities. This effort initially supports the following environments:
- GSA’s D2D platform to include D2D Platform Operations and Maintenance Support, Development and Implementation. D2D ensures that GSA’s workforce is ready to excel in the new data-driven government environment. D2D is a self-service data analytics platform where business lines are given the tools and training necessary to create visualizations and analytics and share them with their intended audiences. D2D includes a Data Science Virtual Desktop (using Citrix Virtual Desktop), referred to as DSVD to provide Analysts and Data Scientists with a centralized platform for performing sophisticated data analytics including the necessary software needed to ingest, transform and create data visualizations, which can then be published on D2D. The D2D portal is built using a container solution that includes Kubernetes and Docker. Kubernetes is a GSA IT managed service offering.
- Please note the government will provide all infrastructure components (AWS services, Multi-Tenant Container-as-a-Service (MCaaS) and any on-premises infrastructure) for the D2D platform. D2D has three environments running in AWS, one is for Production, one for Staging and another for Development. Staging is used by Data Practitioners to test visualizations, and Production is used to share final work products. Also included in this scope is support for the interface to Login.gov for external users and GSAuth (Okta) for internal gsa.gov users. The contractor shall maintain all existing Drupal (Portal), Tableau, MicroStrategy, Python, R server and Ansible scripts used to manage the platform.
- Optional Task – There are at least two tasks identified at this moment, and they are 1). Business Object transition to MicroStrategy (MSTR) and Enterprise Data Governance Support. A high-level description of both tasks are further described in section-3.4.
- GSA’s business intelligence and reporting solutions for GSA Federal Data Reporting System (FDRS), GSA Telecom Invoice Management (TIM) platforms and applications operations and maintenance activities. The resulting task order will consist of one (1) 12-month base year and four (4) 1-year options.
