The mission of the FDA Office of Digital Transformation (ODT) is to provide high quality, secure, and efficient IT solutions that enable the FDA to promote and protect the public health. ODT delivers a myriad of IT services and products to ensure FDA’s regulatory, scientific, and research communities continuously have access to IT systems, applications, and tools to achieve public health goals and manage a growing workload due to industry advancements.

The managed hosting solution acquisition is seeking to meet specific requirements in the following service areas:

  1. Infrastructure Management: Management of full life cycle of computing infrastructure (computing, storage, network) including provisioning, refresh and end of life management will include monitoring, and operational administration and license management for these services as applicable. The scope of these services will cover government-owned data center, designated government sites and contractor owned/operated data centers and the public cloud (infrastructure as a service).
  2. IT Service Management: This will include all IT Service management disciplines (such as incident, problem and change management, service requests, availability, capacity management etc. for all services above).
  3. Data Center Facilities Management: The data center environment including cabling, equipment management, shipping, receiving and inventory control will be managed by vendor for both FDA owned/leased data centers and LAN closets. For FDA owned facilities, FDA will manage access control, power, cooling, fire suppression, backup generators.
  4. Enterprise Operations: business processes and supporting functional entities that perform the day-to-day operations of a data center including transition, account management, governance, disaster recovery, training and knowledge management and documentation etc.
  5. Applications, Middleware and Databases: Management of Databases and middleware and support of application compute environment.
  6. Cyber Security: Implementation and monitoring of security controls to the data center environment with the goal of protecting against threats that compromise the FDA security posture This solution shall provide and manage a scalable environment to be supplied on a demand basis. The contractor will also be responsible for the coordination and management of all aspects of IT Service Management (ITSM e.g., incident management, patching, maintenance activities, etc.), including communication and coordination (internal and external to FDA) overseeing end-to-end operation of the Data Center environment.
