DSCA Sources Sought: GlobalNet Operations and Sustainment

DSCA’s Office of Business Operations (OBO) Information Management and Technology (IM&T) manages a portfolio of Information Technology (IT) mission systems and services to enable the DSCA’s mission. The Defense Security Cooperation University’s (DSCU) mission is to meet the current and future global security cooperation (SC) mission through education, training, research, and workforce analysis. These efforts help develop an agile, certified, and experienced SC workforce. DSCU provides the Department of Defense (DoD) Regional Centers (RCs) a centrally managed Information System (IS) named GlobalNET which facilitates student and alumni education and training. GlobalNET supports the mission of the Regional Center Enterprise (RCE) by providing DoD and mission partners with secure community spaces and collaborative tools to educate, connect, and empower partners to help them reach their mission goals. GlobalNET also allows students, alumni, and their cohorts to collaborate and network.

Currently, GlobalNET is an integration of two software applications: Drupal, which provides content management, and Ilias, which provides learning management. The integration of these applications relies on approximately fifty custom-developed modules along with standard modules from both applications. Additional functionality is achieved though the integration of EZProxy, Apache Solr, and Google Translate across both of the primary applications. The web-based platform is hosted in a Federal Risk and Authorization Management Program (FedRAMP) compliant facility. The hosting platform stack includes Red Hat Enterprise Linux, Apache Web Server, Relational Database Server (RDS) Database (MySQL), and the Hypertext Processor (PHP) language.

1.2.2 Objectives: The objective of this requirement is to provide qualified and professional capabilities for the sustainment of the IM&T mission by operating, supporting, providing technical support for, and engaging/upgrading the GlobalNET Information System (IS).
