DOS Sources Sought: Medical Provider Portal (MPP)

MED intends to replace its paper-based processes using a digitized patient chart and custom-configured clinical workflows. The new MPP must serve MED’s Washington DC-based employees and globally deployed employees. Deploying a new clinical information system will allow MED providers to access and update patient information in a centralized repository, ultimately improving the quality, transparency, and efficiency of administering care to beneficiaries throughout their tenure with the USG and as they transition between overseas assignments. In June 2023, we published an RFI 19AQMM23N0040 where we received industry feedback which has been updated into the below new requirement.

MED must deploy a minimum viable product of the MPP by the end of FY24. Given this constrained timeline, sources that do not meet the following requirements will not be considered:

1.A fully integrated, web-based Software-as-a-Service (SaaS) solution that is authorized at the Moderate level by the Federal Risk and Authorization Management Program (FedRAMP).

2. The solution must be owned, configured, deployed, and maintained by the vendor. If a specific configuration or capability cannot be met by existing out of the box components within the SaaS platform, then the vendor team as product owners must be able to staff a product modification request to attempt to alleviate this constraint. This enables partnered development of the application as stakeholder requirements evolve through the life of the project…

The MPP provides clinicians and their support staff access to a common interface, standard care templates, and clinical forms. These resources include intake forms, physical examination templates, medication reconciliation forms, chronic disease management templates, and primary care workflows. The portal is designed to provide access to specific features and functions that are relevant both to the clinician as well as supporting administrative staff.

1. Patient Management: The contractor shall configure tools to give healthcare providers a simple, organized, and efficient way to manage patient information.

A.1. Registration. The application shall provide a seamless and efficient process for registering new patients into the healthcare system. Front-desk staff and healthcare providers will utilize the application to collect essential patient information during the registration process. This information will include demographic details, contact information, medical history, insurance details, and any specific preferences or requirements.
