The contractor shall assist the Drug Enforcement Administration’s (DEA) Office of Security Programs (IS) by providing qualified systems engineers and software developers to replace IS’ Polygraph Support Section (ISG) polygraph software application. Herein, the software/hardware and polygraph enterprise system will be referred to as PolyNet. The PolyNet system was originally designed to facilitate data entry, access, transmission and reporting of polygraph examination results, data, forms and other information to and from a central database, thus converting the existing manual and paper-intensive processes into predominantly electronic transactions by IS and ISG. PolyNet also provides storage of digital polygraph records at the ST in Lorton, Virginia. The updated or replaced PolyNet system will include the ability to collect, store, transmit, process, search and provide various statistical and analytical reports related to polygraph examination results, polygraph examiner specific results, quality control assignments and results, tracking and monitoring of access to the program, and other operational, search, and reporting requirements. PolyNet will be designed with ease of workflow a priority. PolyNet will be developed to allow for the efficient upload/download of large video and/or audio files.

The objective of this contract is to support the IS in updating the PolyNet design architecture to facilitate the efficient and effective processing of polygraph specific information. The contractor shall provide systems engineering and software development advice, technical support and perform project specific systems engineering and program management to identify system/network requirements, operational requirements and proposing a secure network architecture design to facilitate the efficient and effective storage, transfer, search, statistical reporting, scheduling, and reporting of all polygraph/PolyNet specific data. The contractor shall ensure the application is fully functional within the PolyNet infrastructure and operates in the ST Hyper-V environment. The specific objectives include: 1) Formalization of PolyNet enterprise requirements and outcomes 2) Creation of a proof of concept to update/replace PolyNet 3) Creation of an Advanced Prototype that meets all of the requirements that have been agreed upon by the government and contracting teams.

The Contractor shall be responsible for all aspects of O&M Tier Level II for PCMS to include full O&M, plus funded minor enhancements. The Contractor shall ensure PCMS updates/changes continue to meet DEA’s functional requirements, maintain interoperability with external interfaces and desktop changes, and that these changes are consistent with DEA architecture and work with the Infrastructure as a Service (IaaS) teams to meet 15DDHQ18D00000021 Polygraph Enterprise Application 8 operational expectations for system monitoring and disaster recovery. The Contractor shall also proactively identify opportunities, within specific software releases or sprints, for combining software enhancements and/or code fixes in a manner that increases efficiency and/or reduces costs to DEA. The Contractor is responsible for ensuring the quality of the software and associated documentation that it delivers. Sufficient unit, system, and regression testing of new and modified software and changes to configuration settings are required to ensure the successful operation of PCMS prior to User Acceptance Testing (UAT) or deployment into production. In the performance of its software maintenance activities, the Contractor shall adhere to the DEA processes for event, incident, problem, and change management, as well as to the DEA processes, policies, and procedures for security management.
