The contractor shall provide a Commercial Off the Shelf (COTS), Laboratory Information Management System (LIMS), to integrate and manage the flow and processing of information and specimens through the NWHC’s Laboratory Sciences and Ecology and Epidemiology Branches in Madison, Wisconsin. The new LIMS will replace nearly all the Center’s ad hoc legacy diagnostic Microsoft databases and spreadsheets currently in use, except for the WHISPers database. In addition, it will introduce new functionality to better manage laboratory administration, quality assurance/quality control, and in-house workflows and products in accordance with good laboratory practices. The resulting cost-effective solution must be user-friendly, customizable to a wildlife veterinary-based environment, and configurable by NWHC administrators. While not part of this initial effort, the LIMS must have the ability to integrate with WHISPers and other data systems via API, or directly with PostgreSQL and MS SQL Server RDBMS.
As an initial step to the implementation process and using existing “As-Is” analyses conducted by NWHC and the implementation team, the contractor shall provide business process improvement recommendations (BPIR) that adapt and design NWHC workflows to the LIMS software in accordance with best laboratory practices. Workflows and inputs across the NWHC branches must be part of a fully integrated LIMS “To-Be” solution, so that NWHC staff, based on permissions, can retrieve and/or manage any data from the various labs. Business process improvement recommendations will address workflows within and between six functional laboratories – pathology, parasitology, virology, microbiology, chemistry and epidemiology. The BPIR, in conjunction with functional requirements, will inform the selection of LIMS software best suited to meet the needs of the NWHC.
