The Department of the Interior (DOI) Office of Natural Resources Revenue (ONRR) is seeking information from industry to assist with the planning and development of an acquisition strategy to holistically and seamlessly complete (develop/deliver/implement/maintain) the modernization of their IT system(s) environment to align with their Business Process Reengineering (BPR) findings. To prepare for this, ONRR has conducted a business process review, prototype exploration, and even some systems development. The next step is to acquire long-term vendor(s) support in the areas of system development services and software tools to complete (develop/deliver/implement/maintain) the new modernized state for ONRR.

ONRR has the following objectives and key outcomes for the ONRR data management environment:

  • ONRR data is trusted, protected, and fit for use by improving data quality, consistency, access, transparency, and reliability across the organization
  • Self-service data access and user-generated reports in existing and to-be-determined querying and Business Intelligence (BI) tools
  • A flexible and scalable environment featuring broad interoperability with current and future IT systems to support ONRR’s ongoing modernization efforts

The total system users providing, accessing, and reporting on this data is estimated as a maximum of 3,000 concurrent users. While ONRR effectively uses the system to meet its mission today, the current configuration presents many critical data management challenges, such as:

  • Consistent source data are inconsistently referenced or defined in derivative queries and views of those data
  • Many business users do not possess a deep understanding of the complexity of ONRR data and lack trust in the data
  • More than 20,000 data tables containing approximately 10 TB of historic data are used in the relational database and these tables lack a clear, robust, well-organized data architecture
  • Relatively low transaction volume and velocity – hundreds of thousands of records are created or updated monthly
  • ONRR shares a subset of its data publicly on its website, primarily located at doi.gov.
