DOI RFI: NPS Procurement System Software as a Service (SaaS)

ConOps national is in need of a Procurement System Software as a Service provider to modernize NPS Acquisitions.

Salient Characteristics:

The Appian Government Acquisition Management (GAM) suite is a system of pre-built solutions that enable government organizations to make procurement decisions across the acquisition lifecycle with confidence and clarity.

The system standardizes acquisition contract writing across the organization, drives efficiency for the acquisition and contracting communities, reduces costs, and provides a platform to make functionality enhancements and statutory changes faster.

The System shall be designed for each phase of the acquisition lifecycle. From gathering requirements to contract closeouts.   The system will provide solutions tailored to challenges unique to government agencies and the National Park Service.

This system should provide a modern, integrated solution to help requestors streamline their acquisitions by ensuring that requirements packages are created correctly the first time, while giving the Acquisition team the visibility into the requirements status once handed off to contracting.  It should also achieve 100% of requirements packages adequately completed prior to handoff to contracting; significantly reducing time to completion from the current 16 person-hours to complete requirements documents.  The system should seamlessly integrate with other siloed systems and have the AI capability to “learn” for the Solution’s own body of knowledge and data as well as learning from NPS’s historical data and body of knowledge.  The system should also ensure compliance with the FAR and other regulatory requirements, it should unify data across the service and secure that data at the same time.

System should support NPS Acquistions through all it’s procurement lifecycles: Requirements, Solicitaiton, Award and Contract Administration.

Within that lifecycle, the system should also support Acquisition Forecasting, Acquisition Planning, Creating the Purchase Request (PR) Package and PR Tracking through the lifecycle,of the acquisition, Q&A Management, Source Selection, Clause Automation, Vendor Management, Acquisition Workload Management, Government Purchase Card services, Business Capability Acquisition Lifecycle, provide Procurement Analytics and reporting, Close out services, AI Contract document Writing and User training.
