This Performance Work Statement (PWS) requires a mission-driven unified Mission Services Platform solution to include development and operations and maintenance (O&M) support services for the Bureau of Land Management (BLM). The Service Provider (SP) shall deliver solution services that are agile, flexible, scalable, supporting the Bureau’s current componentry and possible future componentry expansion. The SP shall provide application development with operational and maintenance support of released systems and facilitate compliance with federal regulations (OMB, DOI, BLM, etc.). This work shall include software development, integration, test, maintenance, audit support, system analysis, business analysis, impact analysis, documentation, reports, training, and progress monitoring using reporting procedures and measures of performance in accordance with best practices of the IT industry. The goal is to implement applications utilizing Agile processes that achieve results through continuous capability enhancements, minimal downtime, prompt response to emerging needs, demonstrated reliability, and optimized performance with resource utilization minimized. The HQ200 IRM IT Portfolio is comprised of IT software investments and includes custom systems built specifically to accommodate the mission delivery of the Directorate. The portfolio provides BLM staff with functionality to help them to accomplish their jobs and fulfil the BLM mission. These IT Investments have costs, resources, and security postures that vary widely and must be managed. To effectively maximize the value of these investment, while managing risk and costs, an enterprise approach of portfolio management is needed to develop a clear understanding of the portfolio and develop an approach to ensuring that the portfolio effectively managed. Objectives for this analysis include: • Implementing the BLM Strategic Plan 2019-2024 goals and objectives, including architecture for geospatially enabling products • Establishing a portfolio long term security posture to minimize security compliance overhead • Implementing a consolidated technical stack, which will include decision-making on enterprise platforms or a microservices approach of loosely coupled components • Identifying integration opportunities between products and with enterprise systems • Establishing an infrastructure posture that explores cloud solutions (IaaS, etc.), considers the on premises hosting long term vision, and is mindful of Department policies’ impacts • Analyzing Operations and Maintenance (O&M) costs and identifying efficiencies

The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), on behalf of DOI, Bureau of Land Management (BLM), is preparing to issue a Request for Proposal (RFP) for a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide Operations and Maintenance (O&M) and Development Support Services for Mission Services Platform (MSP).
