DOI BIA RFI: Artificial Intelligence Tool to Support Indian Affairs Acquisitions

Project Overview:  We seek to develop a robust AI tool that will initially serve one bureau, processing approximately 2,600 actions per year but must be capable of scaling to accommodate over 20,000 actions. The tool should be designed to facilitate the creation of essential pre-solicitation documents, including Statements of Work (SOWs), Independent Government Estimates (IGEs), Market Research Reports (MRRs), Acquisition Plans (APs), and related documentation.

Key Features

1. Scalability: The tool must support an increase in usage from 2,600 actions to over 20,000 actions annually.
2. User-Friendly Interface: It should be intuitive and easy to use for various stakeholders, including customers, program officers, and contracting officers, ensuring that it does not become overly complex.
3. Agility and Customization: The solution should allow for customization per bureau requirements without compromising ease of use.
4. Integration Capability: The tool must be able to seamlessly link with our existing systems and processes. Example: Financial System, Contract Writing System, and internal Shared Drives with sample documents and templates.
5. FedRAMP Certification: Compliance with Federal Risk and Authorization Management Program (FedRAMP) requirements is mandatory.
6. Data Rights and Government Ownership: The Government shall retain full ownership of all data inputs, outputs, and the AI system developed or delivered under this RFI.

This includes exclusive rights to use, reproduce, modify, distribute, and disclose all data inputs and outputs without restriction. The Government will also own all intellectual property rights related to the AI system, including source code and documentation. The Contractor agrees to transfer all such rights to the Government and shall not use or commercially exploit Government-owned data or the AI system without explicit written consent.
