DOD WHS RFI: Defense Installations Spatial Data Infrastructure (DISDI) Geospatial Data and Services Support

The purpose of this Sources Sought Notice is to obtain information to identify firms capable of providing analytical, technical, administrative and management support for geospatial services to the Office of the Assistant Secretary of Defense (OASD) for Energy, Installations, and Environment (EI&E) Defense Installations Spatial Data Infrastructure (DISDI).

The OASD EI&E designated a Geospatial Information Officer (GIO) and established the DISDI Program to support the GIO in executing these responsibilities. The DISDI Program provides geospatial data architecture, standards development, technical guidance development, and mapping and analytic capabilities specifically focused on Department of Defense (DoD) installations management functions. The DISDI Program also provides geospatial mapping and analytic support to meet requirements of the Office of Local Defense Community Cooperation (OLDCC), the Committee on Foreign Investment in the United States (CFIUS), the DoD Explosives Safety Board, Office of the Undersecretary of Defense (OUSD) for Personnel & Readiness, OUSD (Policy), Reserve Affairs, and Legislative Affairs. The program coordinates geospatial requirements of the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)) with the National Geospatial-Intelligence Agency (NGA) as required by DoD Instruction 8130.01 and represents A&S geospatial equities both within DoD and at the inter-agency level through the Federal Geographic Data Committee (FGDC).

DISDI Program technical support functions include data and systems architecture configuration management in alignment with the National System for Geospatial-Intelligence (NSG) and the DoD Business Enterprise Architecture (BEA), web development, business process re-engineering support, development of requirements for IGI&S, maintenance of IGI&S Authoritative Data Source (ADS) guidance, technical review of the SDSFIE family of standards, drafting/technical review of various SDSFIE implementation guidance documents, advanced geospatial analysis and product development, database and data catalog management, and update and maintenance of content on an ArcGIS Enterprise system (hosted on NIPR net). The DISDI Program also provides industry-standard geospatial analysis and production to provide annual update of all state, territory, and regional maps in the DISDI catalog as well as to support requests made by various organizations with the Office of the Secretary of Defense and Joint Staff.
