DOD USTRANSCOM RFP: Joint Transportation Management System (JTMS) Implementation IDIQ

The principal purpose of this requirement is to reengineer business processes, perform data interface/integration services, implement a single, integrated system, and leverage commercial software to conduct transportation, financial, and logistical operations for approximately 36,000 users across the Joint Deployment and Distribution Enterprise.This competitive acquisition will result in a single award Indefinite Delivery Indefinite Quantity Contract with the ability to issue Firm Fixed Price, Labor Hour, Fixed Price Incentive (Firm), Cost Plus Fixed Fee, and Cost-Plus Incentive Fee task orders.

The overall objective of this effort is to transform the JDDE (as identified by DoDI 5158.06) to close operational, financial management, and auditability gaps. This objective shall be accomplished by reengineering business processes, performing data interface/integration services, implementing a single, integrated system, and leveraging commercial software to conduct transportation, financial, and logistical operations for approximately 36,000 users. The Contractor shall propose, acquire3, integrate, deploy, and sustain the delivered solution that it believes is best suited to achieve the objective of this PWS. The Contractor procurement includes all software and hardware to address requirements (both written and derived) to field this capability. The contractor should consider any and all software (under the best pricing models) that procure the required product to meet the ITFRs and to sustain the JTMS system, once fielded. The program’s most current IT Functional Requirements (ITFRs) Registry are captured in Appendix II. As the program matures and business process reengineering evolves, the Government reserves the right to add/remove/modify additional ITFRs to satisfy mission needs. The Government will only provide the required number of Government Furnished Property (GFP) for those contract personnel required to access the USTRANSCOM network.

The Contractor shall provide all materials, services, personnel, planning, direction, coordination, and control necessary to field and sustain this capability required by this contract. Services and support anticipated under this contract exist within the scope of the following performance areas:

The contract will have an effective ordering period of 10 years from the contracts effective date.
